Thursday, 31.10.2002, a 5,4 degree on the Richter Scale earthquake shook up the whole of the Molise region. The area most damaged by it is San Giuliano di Puglia. Only one building collapses: the “Francesco Jovine” school. The final death toll is disastrous: 27 kids and one teacher, plus another woman buried by the debris.

Following this tragic event, the campaign “A Scuola Sicuri” was born, promoted by the Association “San Giuliano di Puglia 31/10/2002”, the National Headmaster Association, the Italian Parent Association and by the San Giuliano City Hall.

On February 14th, 2006, the citizens promoted the law proposal “Norms in matter of security in scholastic institutions”, 47 thousand subscriptions strong, and with the support of 100 members of Parliament of all political orientations.

There are five main actions in the law proposal in matters of security:

  • to map and expose to the public the state of safety and security of all scholastic structures;
  • to define the responsibilities and civil and penal competences regarding schools and institutions;
  • to involve all subjects of the school system in order to reach the goal –;
  • to clearly define the insurance protection framework;
  • to encourage socially responsible actions on behalf of companies and private entities.

ETHOS, was appointed by the promoting Committee of the “A Scuola Sicuri” campaign to handle  the initiative’s management, communication and fundraising.
