San Giuliano’s experience teaches us that the policy of participation provides results, that listening and dialogue can be effective work tools, that the ability to take on responsibilities and bring them to completion is an opportunity for the collective first of all, much more than it is a duty for the administrations. Communication is key. Consultation essential. Dialogue and participation have yet to be developed; but they are necessary tools to trace a path which must be followed, in which all can take part.

ETHOS has managed and coordinated the first Mission budget of the San Giuliano di Puglia municipality.

The Budget is the endpoint but also a precious project for the future, it is an example of how to exercise the ability to provide an answer to political, social, economical counterparts. The fund use is reported: what is done with the money that the Government has assigned and with the donations by thousands of organizations, people, companies and schools. All must be aware that their efforts have gone into rebuilding, but even more to create the future. The reporting process was realized according to the methodological indications contained in the “Public Function Ministry’s Directive on Social Reporting in Public Administrations” of February 2006.

The Mission Budget, which combines quantitative and qualitative elements, tells of San Giuliano di Puglia’s rebuilding plan, approved by the Molise Region in 2004 and placed into effect by the Municipality, until today. The terrible days of the earthquake that took place in October 2002 are retraced, and the events immediately following it, the harsh battles to keep high levels of interest and tension, the constant effort in transforming such an experience in a collective gain. The publication highlights the criteria that guided the reconstruction, tells the results to which it led, the added value that was created in terms of developed relationships and of what the realized investments placed as a base for San Giuliano’s, and its citizens’, future.
